        F. No. 380/03/2019-IT(B)

        Government of India

        Ministry of Finance

        Department of Revenue

        Central Board of Direct Taxes

        North Block, New Delhi

        24th May, 2019

        To

All Principal Chief Commissioners of Income Tax

Subject: Budgetary target for Financial Year 2019-20  Region wise allocation-regarding.

        Sir/ Madam,

I am directed to forward herewith Region-wise allocation of budgetary target for financial year 2019-20 for kind information.

        2.  The Budget target for each cadre-controlling Pr. CCIT has been fixed keeping in view the revenue potential of the Region, which is based on the weighted average growth rate of net collections of last three years, giving highest weight to the immediately preceding year. The statistical growth rate for a Region has been further moderated by averaging it out with the all India targeted growth rate so as to narrow the gap between all-India growth and the target growth rate given to the Region. Moreover, factors significantly affecting the potential of revenue for a particular Region have also been taken into account for making necessary adjustments in the Regional targets so as to allocate the Budget Estimates reasonably and equitably.

        3.  The above targets should be further allocated down to various field  units under your jurisdiction keeping in view the past performance and revenue potential of different charges.

This issues with the approval of Chairman, CBDT

        Yours faithfully,

        (Sandeep Singh)

Under Secretary to the Govt. of India

Budgetary target methodology for regional tax allocations emphasizes weighted growth and moderation with all India targets. Targets for each cadre controlling Principal CCIT are fixed using a weighted average growth rate of net collections over the last three years with highest weight to the immediately preceding year, moderated by averaging with the all India targeted growth rate and adjusted for regional factors; these regional targets must be further allocated to field units based on past performance and revenue potential.
