The Chief Economic Advisor, Government of India, Dr. Krishnamurthy Subramanian had been included as Member of the Advisory Council of the Fifteenth Finance Commission.
It may be recalled that on 16th April, 2018 the Fifteenth Finance Commission had constituted an Advisory Council with the following Members:
- Dr. D.K. Srivastava.
- Dr. Indira Rajaraman.
- Dr. Arvind Virmani.
- Dr. Surjit S. Bhalla.
- Dr. Sanjeev gupta.
- Prof. Pinaki Chakraborty.
- Shri Sajjid Chinoy.
- Shri Neelkanth Mishra.
- Dr. Prachi Mishra.
- Dr. M. Govinda Rao.
- Dr. Omkar Goswami.
Dr. Krishnamurthy Subramanian will be the twelfth Member of the Council.
The role and function of the Council is to:
- To advise the Commission n any issue or subject related to the Terms of Reference (ToR) of the Commission, which may be of relevance.
- To assist in the preparation of any paper or research study which would enhance the Commission’s understanding on the issue contained in its ToR: and
- To help in broadening the Commission’s ambit and understanding to seek best national and international practices on matters pertaining to fiscal devolution and improving the quality and reach and enforcement of its recommendations.
Advisory Council membership expands policy input, adding the Chief Economic Advisor to advise on commission Terms of Reference. Inclusion of the Chief Economic Advisor as a Member of the Advisory Council increases expertise available to the Commission to advise on matters within its Terms of Reference. The Council's operative functions are to advise on ToR-related issues, assist in preparing papers and research studies to enhance understanding, and broaden exposure to best national and international practices to improve the quality, reach, and enforceability of the Commission's recommendations on fiscal devolution and fiscal governance.
