The plan emphasizes collaboration between state governments and district administrations. Initially, six districts, including those in Maharashtra, Uttar Pradesh, Bihar, Andhra Pradesh, and Himachal Pradesh, will be targeted. A Steering Committee led by the Minister and involving state representatives will oversee the project, while Indian Institutes of Management will assist in plan development.
