Sub: Draft 'Expenditure Budget Manual, 2017'-reg.

The draft of First Edition of "Expenditure Budget Manual" proposed to be published by EMC, DGHRD in 2017, has been uploaded on the departmental website at www.cbec.gov.in.

2.  The objective of the EMC Manual is to guide the field formations on fund management and assist the formations to understand the procedures for budget planning throughout the financial year without restricting the operational efficiency.

3.  While the updated & latest guidelines have been incorporated for ease of reference, however, valuable suggestions for any changes / updates which need to be incorporated before its final release & circulation amongst all the CBEC formations are invited from all formations by 15.09.2017. Kindly visit the website.

The draft Expenditure Budget Manual published by EMC, DGHRD, is intended to guide field formations on fund management and budget planning throughout the financial year, consolidating updated guidelines and annexures.
