<h1>Indian States Collect Rs. 31,733.76 Crore Construction Workers' Welfare Cess; Only Rs. 6,872.51 Crore Utilized.</h1> As of December 31, 2016, a total of Rs. 31,733.76 crore was collected as Construction Workers' Welfare Cess by Indian States and Union Territories, at a rate of 1% of construction costs. Of this amount, Rs. 6,872.51 crore has been utilized. The cess is mandated by the Building and Other Construction Workers Welfare Cess Act, 1996, which allows for a levy between 1% and 2% of construction costs. The funds are managed by State Building and Other Construction Workers Welfare Boards to support construction workers' welfare, as per regulations set by the Central Government.
