DIPP Removes Licensing Requirement for ANFO Explosives to Boost Mining and Construction Industries.
The Department of Industrial Policy and Promotion (DIPP) has abolished the requirement for licensing under the Industries (Development Regulation) Act, 1951, for the manufacture of Ammonium Nitrate Fuel Oil (ANFO) explosives. Previously, mine owners needed a license for possession and use of blasting accessories and had to file monthly returns under the Explosive Rules, 2008, and Ammonium Nitrate Rules, 2012. The decision follows stakeholder representations about the difficulties in obtaining licenses. This change aims to facilitate mining operations and support the development of the cement and construction industries by easing regulatory burdens.
