Discussions will focus on the necessity of a constitutional amendment bill for implementing GST, which is unlikely to meet the revised deadline of April 1, 2011. The empowered committee of state finance ministers seeks consensus on the required constitutional amendments. Some states have not agreed to the Centre's proposal for a GST council and a Dispute Settlement Body as part of the amendment bill.
