GIST OF NEW NOTIFICATIONS IN GST (PART 1)

Date 06 Nov 2026
E-invoicing and GST registration reforms address reverse-charge supplies, e-commerce warehouse registration and compliance for specified scrap transactions.
Post-supply discounts are excluded from taxable value from 1 November 2026 where the supplier issues a credit note and the recipient reverses the attributable input tax credit. From 1 January 2027, the notified e-invoicing framework covers supplies to registered persons, exports, specified domestic reverse-charge supplies received from unregistered persons and imported services, subject to the applicable provisions. CBIC on the recommendations of the GST Council issued Notification No. 05/2026 - Central Tax dated 26 October 2026, amending the CGST Rules, 2017. The amendments cover registration through e-commerce operator warehouses, amendment and cancellation of registration, suspension and revocation of registration, Input Service Distributor (ISD) provisions, refund computation and processing, electronic credit ledger restrictions, e-way bills and provisional attachment of property.

1. Registration through e-commerce operator warehouses - Rule 14B

A new Rule 14B introduces a registration mechanism for eligible suppliers supplying goods through e-commerce operators (ECOs) required to collect tax at source under Section 52.

The provision permits eligible suppliers to obtain registration in another State or Union Territory by declaring an eligible ECO warehouse as their principal place of business, subject to prescribed conditions, including ECO consent, Aadhaar authentication and verification requirements. The specified monthly output tax liability threshold is Rs. 2,50,000.

The Rule also prescribes procedures for amendment, withdrawal and cancellation of such registration.

2. Amendment of registration - Rule 19

Rule 19 has been substituted to revise the procedure for amendment of registration particulars.

  • Applications in FORM GST REG-14 are generally required to be filed within 15 days of the relevant change.

A new Rule 23A, effective from 1 April 2027, provides for system-based revocation where registration has been deemed cancelled electronically.

Revocation is subject to prescribed conditions, including furnishing pending returns and paying the related dues, where cancellation arose from return defaults. The Rule also prescribes the timeline for furnishing returns due for the period between cancellation and revocation.
