CESTAT allowed appeal, holding that failure to issue show cause notice within 90 days of receiving offence report and delay in passing final order beyond 90 days after enquiry report violated time limits under Customs Brokers Licensing Regulations 2018. Revocation of license set aside due to non-compliance with mandatory time limits.
