SSI Exemption for new units those were brought under the Union Budget

Union Budget 2011.12 has brought several units under tax net: for eg.Readymade garments,utensils,CDs,DVDs,Readymix concretes manufactors,from 1.3.11.

Budget has not said any thing about the exempted value of clearences for the month of March,2011.So can these units clear goods worth Rs.1.5Cr for home consumption?

These units were exporting their goods through merchant exporters,against H forms.Is such exports are to be included or excluded to ascertain SSI limt ,both for 1.5 Cr and 4Cr?
