Effective date for the change in rate of service tax

Dear Sirs, As per notification no.8/2009-ST dated 24.02.09 rate of service tax had been changed from 12% to 10%. I would like to know exact effective date of new rate i.e. 10%. Whether such new rate of service tax is applicable from 24.02.09 or 25.02.09 or some other date.

The notification reducing rate of servcie tax from 12% to 10% was issued as on 24-2-2009. Therefore the effective date of levy of service tax at reduced rate is 24-02-2009.
