Board resolution copy - Pre-authentication and authorisation

Is it essential to submit Board's resolution copy for nominating person for pre-authantication and authorisation for all Excise records. Any circulars please mention.

Can you authorize any person to sign or pre-authenticate the documents? What declaration about the authorized person have been submitted with the central excise department whether at the time of registration or there after. If you consider these issue, you would be clear yourself that intimation to the department should be given about the change or appointment of authorized signatory.
