Is there any option of Registering with C.Ex as 'Mobile Manufacturing on wheels' basis, if yes, what is the registration procedure, any notification related to this? any procedure mentioned any whare?.

No. There is no such provision. Moreover as per the scheme of Central Excise as on today, the concept of "mobile manufacture on wheels" it is difficult to assume that central excise department would grant any registration. If you go by the scheme, the control of the department is on factory premises. I hope that if this concept develops further and there is good demand from the trade, central government would consider to incorporate the provisions for this concept also in future.
