Is it necessary to have membership of export Council if I am a manufacturer exporter?

I have zero export in previous two fyears (2023-24,2024-25). 

still am to eligible to carry manufacture exporter tag ?

To get advance/EPCG license, someone told me it’s necessary to have RCMC
