Jewelry Exporter Questions Inclusion of Excise Duty in Value Addition; Consults Foreign Trade Policy Chapter 4 & DGFT Handbook 4.60 An exporter of jewelry raised a query about calculating value addition for export purposes, specifically concerning the inclusion of excise duty paid and refunded in the assessable value. The customs department had issued a show cause notice regarding this matter. In response, it was advised to refer to Chapter 4 of the Foreign Trade Policy (FTP) and the Handbook of Procedures (4.60) by the Directorate General of Foreign Trade (DGFT), which provide the formula and rate for calculating value addition, essential for jewelry export.
