MEIS under free shipping bill

We had claim for MEIS for the month of May 2018. But for the month of June when we had submitted the documents for MEIS, DGFT officer says that we cannot claim MEIS under Free Shipping Bill. Is that so? We cannot claim under Free Shipping Bill.

We have mention on our shipping bills the declaration of MEIS.

Can you please suggest on this, that no MEIS incentive is available on free shipping bill.

MEIS entitlement permitted on free shipping bills where exporter declares intent on the shipping bill to avail benefits. MEIS entitlement is available on shipments under a free shipping bill provided the exporter makes the requisite declaration on the shipping bill expressing intent to avail MEIS benefits; the declaration on the shipping bill is the controlling documentary act to establish eligibility. MEI allowed on Free Shipping Bill. The declaration to intend to avail the benefit of MEIS should be made on the SB.
