The ICP Raxaul has been started working in full fledge since April 2018.But it has been found that the agencies working IN ICP seems not very clear about their role resulting unnecessary delay in clearance of export goods. The care taker of the ICP Raxaul i.e BLC is weighing each cargo and collecting charges accordingly a major cause of delay clearance of cargo. The SSB , security agency is also collecting papers and noting all the details about the cargo, conveyance and drivers in their register which resulting further more delay. Whether the agencies what the are doing are correct in respect of ICP and if once the goods are finally cleared by Customs for export the other agencies are authorised for cross checking or noting down the details. Sir please provide your precious guidance in this regard, may also post link of circular, notifications clearing the role of the agencies in ICP.

Agency checks at ICPs can delay export clearance; consider Authorized Economic Operator status to reduce inspections. Dispute over operational roles at ICP Raxaul: the caretaker agency (BLC) weighs consignments and collects charges, and the security agency (SSB) records cargo, conveyance and driver details, allegedly causing export clearance delays. The core question is whether these agencies are authorised to perform such checks or note details after Customs has cleared exports. The only advisory reply recommended applying for Authorized Economic Operator status to overcome these hurdles. (AI Summary)
