The ICP Raxaul has been started working in full fledge since April 2018.But it has been found that the agencies working IN ICP seems not very clear about their role resulting unnecessary delay in clearance of export goods. The care taker of the ICP Raxaul i.e BLC is weighing each cargo and collecting charges accordingly a major cause of delay clearance of cargo. The SSB , security agency is also collecting papers and noting all the details about the cargo, conveyance and drivers in their register which resulting further more delay. Whether the agencies what the are doing are correct in respect of ICP and if once the goods are finally cleared by Customs for export the other agencies are authorised for cross checking or noting down the details. Sir please provide your precious guidance in this regard, may also post link of circular, notifications clearing the role of the agencies in ICP.

Unclear Agency Roles at ICP Raxaul Causing Export Delays; Calls for AEO Status and Clearer Guidelines Intensify The discussion highlights issues at the ICP Raxaul, operational since April 2018, where unclear roles of involved agencies are causing export clearance delays. The caretaker, BLC, is weighing and charging for each cargo, while the security agency, SSB, is documenting cargo details, contributing to delays. There is uncertainty about whether these practices are appropriate once Customs has cleared the goods for export. The response suggests applying for AEO status to mitigate these obstacles. Further guidance and official circulars clarifying agency roles are requested. (AI Summary)
