I am an Exporter in Leather Garments (Status Holder) entitled to Licence Scrip under Focus Product Scheme.
While exporting the shipping bill is generated as ' Leather Garments with leather more than 75% of visible surface'.
Now at DGFT the Focus Licence is refused as the nomenclature is 'Leather Garments' and according to them it should be 100%. They are even threatning to withdraw all licences issued so far with penalties.
Kiindly clarify
Focus Product Scheme eligibility: whether a visible-leather percentage in product description meets licence requirements and blocks refusal. Whether a Status Holder qualifies for a Focus Product Licence where exports are described as 'Leather Garments with leather more than 75% of visible surface' hinges on the scheme's product nomenclature interpretation, the evidentiary weight of the shipping bill and product description, and whether a quantified visible-leather statement satisfies eligibility or requires amendment; procedural remedies include representation, submission of corroborating evidence, and administrative review before licence withdrawal or penalties.
