My client has Deemed Exporter at the time of sales without payment of excise duty he is raising the Invoice under submitting General Bond to the Division and my question is whether he is eligible to to input credit of CENVAT and Service tax ?

Yes, as per my view, your client is eligible for taking cenvat on input and input services.

Yes sir, as explained above, you client is eligible both for input credit and also input service credit.

Such credits are admissible both for direct export and also for deemed export.
