EPCG Export Obligation

Dear Sir,

Please advice if a Manufacturer exporter has imported machinery under EPCG scheme can he file export obligation through another exporter. but EPCG holder has not produced any thing in that period. still EPCG holder can file export obligation through another exporter.

kindly suggest the way out.
