X pvt ltd ,clearing & forwarding agent paid freight charges to foregin (HONGKONG) company which doesnt have any agent or doesnt have any place in india.

whether i have to deduct the tds under section 195.

As hongkong company doesnt have any business connection in india whether we have to deduct Tds under section 195.

In bill they charged as ocean freight
