The Public Accounts Committee recommended establishing a time limit for decisions. The Board instructs that appeals should be processed chronologically, prioritizing high-demand appeals, and should not exceed 18 months pending. Commissioners (Appeals) must submit quarterly reports to their Zonal Members detailing appeals pending beyond 18 months, including reasons for delays. Commissioners (Administration) should provide similar reports for AACs. The initial report is due by April 20, 1986, covering the status as of March 31, 1986.
