<h1>Harmonised Systems Committee updates Interpretative Rule 2(a), clarifying assembly complexity exclusion and finalizing classification opinions</h1> The circular informs that the Harmonised Systems Committee of the World Customs Organisation, during its 18th session, amended the explanatory note to Interpretative Rule 2(a) by removing the word 'simple' and adding a new paragraph clarifying that the complexity of assembly methods should not be considered when applying the rule. Additionally, classification opinions from the 17th and 18th sessions regarding various articles have been finalized and enclosed. These decisions and classification opinions are to be circulated among customs assessing officers for implementation and compliance.
