<h1>Telegraphic Release Advice for Advance Licence Goods Must Follow Port and Customs Commissioner Guidelines</h1> Instructions clarify that Telegraphic Release Advice (TRA) for goods under Advance Licences must be issued by the port where the licence is registered, with the Customs Commissioner's concurrence where the warehouse is located, except if the warehouse is itself a specified port. Clearance of goods from warehouses against ex-bond Bill of Entry should generally proceed without difficulty. However, if experienced staff is unavailable at the warehousing station, the local Commissioner may grant concurrence conditionally, requesting the port of licence registration to specify inspection requirements. The TRA must then detail the checks to be performed, including sampling or testing if necessary, before goods clearance.
