of <h1>DEEC Scheme Shipping Bills After May 30, 1995 Can Convert to Pass Book Bills Without Prior Pass Book Application</h1> Shipping bills filed under the DEEC Scheme on or after May 30, 1995, may be converted into Pass Book Shipping Bills if the exporter possesses a Pass Book at the time of seeking conversion. The requirement that the exporter must have applied for a Pass Book before export is relaxed, as exporters applying for Advance Licences are deemed to comply with the relevant export policy provisions. The earlier circular restricting conversion to exports made after the Pass Book application is modified accordingly. Public notices and staff instructions should be issued to inform trade and guide officials.
