Traditionally, meetings are held alternately at the headquarters of each charge, with the Commissioner of Income-tax to whom the Committee is attached acting as Chairman, and the other Commissioner as a co-opted Member. The new instruction specifies that if the other Commissioner is senior, they will be designated as Chairman, and the Commissioner of the attached charge will become the co-opted Member. This protocol applies similarly to Committees serving more than two charges.
