<h1>New Customs Rules from Sept 1, 1996: Registration, bond, two-day receipt notice, standardized forms, quarterly accounts, verification</h1> The government amended the Customs (Import of Goods at Concessional Rate of Duty for Manufacture of Excisable Goods) Rules, effective 1 Sept 1996, to apply only where exemption notifications expressly provide; require importer-manufacturers to register, execute a bond without surety for the differential duty, and notify the jurisdictional Central Excise Superintendent of receipt (within two days, with some leniency); and to submit a standardized application each import. Standard registration, application, bond and receipt forms are prescribed; accounts (bill-of-entry-wise) must be maintained and quarterly-checked, with selective physical verification and duty recovery for misuse. Port officers must forward requisite documents promptly; commissioners should facilitate smooth initial implementation.
