<h1>Export authorities must return original DEEC Part II documents and shipping bills with discharge certificates to exporters</h1> The Government of India's Ministry of Finance issued this circular to address difficulties faced by exporters in complying with monitoring requirements under the Duty Exemption Scheme and Export Promotion Capital Goods Scheme. Previously, exporters were required to produce DEEC Part II books and shipping bill copies to Customs authorities, but these documents were being retained by licensing authorities when issuing discharge certificates. Following representations from exporters, the Directorate General Foreign Trade issued instructions directing all licensing authorities to release original DEEC Part II documents and original shipping bill copies to exporters along with discharge certificates. This enables exporters to properly present required documentation to Customs authorities for export obligation monitoring compliance.
