Plastic seals/rings not excluded under Section XVI are classified as parts of machines under Chapter 84: those used as bearings fall under heading 8483.30, parts suitable solely for hydraulic cylinders under 8412.90, and those usable with hydraulic cylinders and other machines under 8485.90. Seals/rings made of vulcanised rubber are classified differently: unhardened vulcanised rubber articles fall under headings 4016.93 or 4016.99 as rubber articles, while hardened vulcanised rubber seals/rings are classified like plastic ones under Chapter 84. Customs authorities are instructed to apply these classifications uniformly and resolve pending cases accordingly.
