To address this, the government allows labeling in bonded warehouses before customs clearance for home consumption, as per DGFT Notification No. 44 (RE-2000)/1997-2002. Importers must ensure warehouse space, file a Warehousing Bill of Entry, and undergo 100% examination at ex-bond clearance. Labeling in warehouses is considered manufacturing under the Central Excise Act, 1944, and is subject to the 'Manufacture and Other Operations in Warehouse Regulations, 1966'. Trade notices will be issued for guidance, and difficulties should be reported to the Board.
