of <h1>Amendments to Handbook clarify CIF/FOB value enhancement for advance authorizations with specific value addition requirements.</h1> The amendments to paragraphs 4.21 and 4.23 of the Handbook of Procedures, Vol. 1, 2009-2014, clarify conditions for enhancing CIF/FOB values and revalidating advance authorizations issued before August 27, 2009. For exports on or after this date, the enhancement requires a minimum value addition of 15% or as per Appendix 11B, whichever is lower. For exports before this date, the enhancement requires a minimum value addition of 15% or as per Appendix 11B or the original application, whichever is lower. The amendment also ensures value addition is maintained according to Appendix 11B or the advance authorization, whichever is higher.
