Private operators can now be appointed as custodians for public bonded warehouses, subject to careful scrutiny of their financial viability, credibility, compliance record, and operational requirements. For private bonded warehouses, licensing authority was decentralized to Commissioners without Board reference, removing restrictions on goods types that can be warehoused. Previously limited to specialized storage goods, licenses can now be granted for any goods category, including relaxation of inland area restrictions for industrial materials.
