of <h1>Customs allows duty-free clearance of bulk commodities under DEEC Scheme from non-specified ports with proper supervision</h1> A customs circular allows clearance of duty-free materials under the DEEC Scheme from ports other than those specified in exemption notifications. The relaxation applies to bulk commodities that are easily identifiable, non-sensitive, and pose no assessment difficulties. Individual advance licenses/DEEC permits may be granted for such imports/exports without referring to headquarters. However, ports must be supervised by Assistant Collectors with officers not below Superintendent rank. This facility is unavailable at ports staffed only by Inspectors. The decision addresses representations from cement companies importing coal and bulk commodities at convenient ports near their plants.
