of <h1>Second Amendment to Hazardous Waste Rules 2008: Simplified Import Process for Certain Wastes Without MoEF or DGFT Approval.</h1> The circular addresses the implementation of the second amendment to the Hazardous Waste (Management, Handling and Transboundary) Rules, 2008. The amendment clarifies that certain waste categories, marked with a double asterisk in Schedule III, Part B, do not require Ministry of Environment and Forests (MoEF) approval or a Directorate General of Foreign Trade (DGFT) license. Importers registered with State Pollution Control Boards (SPCBs) can import these wastes on behalf of actual users, providing quarterly reports to SPCBs. Customs authorities are instructed to clear consignments based on other conditions while SPCBs complete the registration process.
