It clarifies that only the designated Canalising Agency, Indian Oil Corporation Limited, is authorized to import these items. Individual importers cannot import canalised items without an import license as per the Export and Import Policy (1997-2002). The practice of selling goods on high seas to the canalising agency by individual importers to circumvent import procedures is prohibited. This directive has been issued with the approval of the Director General of Foreign Trade.
