A conference held in New Delhi discussed whether such yarn should be classified under Chapters 54 or 55 as 'Yarn' or under Heading 56.06 for 'special yarns.' Fenaplast yarn contains 73% polyester and 27% viscose. The Deputy Chief Chemist concluded that if no special visual effects are produced, the yarn is considered 'doubled yarn' and should be classified based on the predominance of filament or spun yarn. For Fenaplast yarn, polyester predominance places it under sub-heading 5504.29. The Board agrees with this classification.
