It clarifies that Modvat credit is only permissible if the packing material is received ready to use by the manufacturer. Credit is not allowed on raw materials used to manufacture packing materials. Manufacturers who have been availing Modvat credit on raw materials sent for conversion should cease this practice immediately, and actions should be taken to recover any wrongly availed credits. Field formations are instructed to disseminate this information accordingly.
