Customs field formations shall not directly approach DGFT for clarification or interpretation of FTP provisions. Such issues must first be examined at the Commissionerate or Zonal level, with only policy-level matters or commodity-specific issues, after the required internal examination and approval, being referred to the Board. Any reference must contain the facts, relevant FTP provisions, the field view, the points requiring clarification, affected cases, live consignment status and urgency category, while provisional assessment or other facilitative mechanisms may be used where legally permissible.
