<h1>Preventive vigilance: customs required to intercept illicit cash, freebies and smuggled goods and report daily during election period.</h1> Preventive vigilance is mandated during elections to prevent unaccounted cash, non monetary inducements and smuggled or illicit goods moving through import/export consignments, baggage, courier and cargo streams; officers must detect abnormal trade patterns and intercept narcotics and illicit liquor. Daily reporting of preventive actions, seizures and significant developments is required in the prescribed format and major or sensitive incidents must be reported immediately to the nominated Nodal Officers. Supervisors must monitor field performance, enforce accountability for lapses or negligence, and communicate costs of goods linked to canvassing to the Nodal Officer.
