of <h1>Circular Clarifies Aggregate Value Computation for Clearances Under Notification 175/86/C.E.; Withdraws Conflicting 1986 Instructions.</h1> The circular clarifies the computation of the aggregate value of clearances under Notification No. 175/86/C.E. in relation to clearances under Chapter X procedure. It addresses previous instructions that excluded certain clearances from this computation, which were found to contradict Explanation II in Notification No. 77/85-C.E. The Ministry re-examined the issue and clarified that clearances exempted from the whole duty of excise by any other notification should not be included in the aggregate value computation. Consequently, earlier instructions from July 1986 have been withdrawn, and relevant trade parties are to be informed accordingly.
