of <h1>Sea cargo manifest and transshipment messaging rolled out pan-India; SEZ API onboarding and inland messages due by 31 Mar 2026</h1> Implementation of the Sea Cargo Manifest and Transshipment Regulations (SCMTR) clarifies operational rollout and transitional timelines: import-export manifest messaging is declared implemented pan-India and stuffing message processing was made live at all sites w.e.f. 25 September 2025, thereby requiring stakeholders to use those modules for cargo reporting; DG Systems is directed to onboard SEZ units via API integration and to develop, test and operationalize remaining inland transshipment message types by 31 March 2026, thereby extending automated processing to SEZs and inland transshipments; transitional provisions under the SCMTR are extended until 31 March 2026, during which stakeholders must file correct electronic declarations; operational issues are to be reported to the SCMTR Cell.
