<h1>Ban on bribes for customs goods clearance and handling charges; online statutory payments only, corruption complaints urged</h1> Customs Officers are reiterated to be strictly prohibited from demanding or accepting any illegal gratification or favours for discharge of official duties; any such demand for clearance of goods or performance of an official function is stated to violate the CCS (Conduct) Rules, 1964 and to be illegal and punishable under the Prevention of Corruption Act, 1988, exposing the officer to penal action. Importers, exporters, and other trade participants are cautioned not to make any payments to Customs Brokers or intermediaries in the name of alleged officer demands or 'customs handling charges', and are warned that making such payments may attract penal consequences under the Prevention of Corruption Act, 1988. Only statutory levies are to be paid online through the ICEGATE portal, and demands/harassment or undue delay are to be reported with evidence; complaints are to be treated confidentially and acted upon promptly.
