of <h1>Extended Sea Cargo Manifest filings: mandatory electronic declarations, stuffing messages from 25 Sep 2025, APIs for SEZ units by 31 Mar 2026.</h1> Transitional provisions under the Sea Cargo Manifest and Transhipment Regulations, 2018 are extended until 31 March 2026, with the operative effect that stakeholders must, during the extended period, electronically file correct declarations in the prescribed format. Stuffing messages under the SCMTR are operational for all sites with effect from 25 September 2025, enabling mandatory electronic transmission for such events. DG Systems is to onboard SEZ units through API integration by amending the SCMTR module by 31 March 2026, and to develop, test and operationalize the remaining inland transhipment messages within the extended timeline. Field formations are to conduct weekly outreach programmes to sensitise stakeholders and ensure smooth implementation, and issue trade/public notices for wider dissemination.
