of <h1>Pan-India export container stuffing details shift to custodian-filed SF message via ICEGATE, replacing officer reports after transition</h1> SCMTR, 2018 is implemented pan-India for exports to operationalize the Stuffing (SF) message from 25.11.2025, enabling custodians to file container-wise export cargo stuffing details through ICEGATE in substitution of the officer-entered stuffing report. The SF message requires approval by the Customs officer at the relevant ICD/CFS/SEZ, and upon approval it evidences that no further cargo remains pending for stuffing in that container. During the transition, only the SF message is activated; ASR and subsequent messages are not live, and the SF data will auto-populate the existing officer screen for stuffing report entry while remaining editable by the officer. The legacy method of entering stuffing reports will continue in parallel and will be withdrawn after successful implementation across all sites.
