The terminal operator must maintain time-logs and issue Destuffing Reports after cross-checking manifests, Form-I filings and shipment details; issuance follows FIFO and strict timelines (Form-I within 1 hour, courier request within 2 hours, retrieval within 1 hour). ULDs are retrieved, destuffed and counts reconciled; discrepancies, damages or excesses are recorded and reported to shift customs officers. Time-sensitive consignments and investigation holds are exempt; repeated non-compliance is escalated.
