Importers must follow Petroleum Rules, 2002 as amended 2024: classification by flash-point and approved containers only
Notification clarifies that petroleum imports must comply with the Petroleum Rules, 2002 as amended by the Petroleum (Amendment) Rules, 2024: petroleum is classified by flash-point into Classes A, B and C and must be carried and stored only in vessels and containers meeting the Rules' specifications, with containers above prescribed capacities requiring approval by the Chief Controller. The Petroleum and Explosives Safety Organisation will not license transportation of petroleum in flexi bags fitted inside general-purpose 20-foot containers; such packaging is therefore noncompliant for import. Stakeholders remain subject to other applicable laws and must report implementation difficulties to the customs authority.
