If ambiguity persists and no clarification is available, cases may be escalated to the Customs-III Section with prior commissioner approval, accompanied by detailed technical documentation. Direct referrals to DGFT by field formations are prohibited. No Chartered Engineer certificate is required for SCOMET classification or export clearance under the Foreign Trade Policy, 2023. The Directorate of International Customs coordinates with relevant agencies on Authorized Economic Operator status related to dual-use items and export authorizations. Officers are instructed to be sensitized on these procedures, and any difficulties should be reported to the Board.
