of <h1>Central Excise Rules Update: Superintendent Now Proper Officer for DEEC/Pass Book Export Schemes; Inspector Retains Other Duties.</h1> The circular outlines changes in the designation of the proper officer under Central Excise Rules, 1944. Previously, the Inspector of Central Excise was responsible for inspection, sealing, and signing of export consignments and AR. 4/AR. 4s forms. However, for exports under the DEEC/Pass Book Schemes, the Superintendent of Central Excise is now designated as the proper officer. The Superintendent will handle signing, counter-signing, inspection, and sealing of export consignments for these schemes. For other exports, the Inspector remains the proper officer. The previous instructions are modified accordingly, and a trade notice will be issued.
