Customs Updates Bond and Insurance Rules for Cargo Service Providers to Boost Ease of Doing Business.
The circular addresses amendments to the Handling of Cargo in Customs Areas Regulations (HCCAR), 2009, specifically concerning insurance and bond values for Customs Cargo Service Providers (CCSPs) and Authorized Economic Operators-Logistics Operators (AEO-LOs). The changes aim to enhance the Ease of Doing Business by reducing the custodian bond value from 10 to 5 days of storage and aligning insurance requirements with the average value of goods stored for 5 days. The validity of the custodian bond for AEO-LOs will now match the validity of their AEO authorization. Stakeholders are advised to contact the Deputy/Assistant Commissioner for any implementation issues.
