The regulations aim to enhance transparency and predictability in cargo movement and require advance information for customs clearance. Stakeholders, including sea carriers, agents, and customs brokers, must comply with new manifest declaration formats by the effective date. The transitional period allows continued use of old formats until September 30, 2024. Stakeholders are urged to adopt the new formats promptly to avoid delays. Customs officers will assist stakeholders during the transition. Any implementation issues should be reported to the Mangaluru Customs Commissionerate.
